Myers & Sons Construction was awarded the contract for the Hanging Lake Tunnel CMGC from the Colorado Department of Transportation. This two-stage procurement involved a printed proposal package and an interview for the shortlisted contractor teams.
The Hanging Lake Tunnel is a dual bore highway tunnel carrying Interstate 70 and U.S. Highway 6 through the southern wall of Glenwood Canyon in Colorado. The tunnel contains a ventilation and control structure, the Cinnamon Creek Control Complex (CCC), which was the focus of this contract. This project pursuit was a challenge for Mission Critical and the Myers & Sons teams because of the extensive technical considerations for the CDOT Design team and the key facilities Operations and Maintenance stakeholders.
The scope of this project required an exhaustive but succinct response to the numerous complex elements including design, systems and constructability analysis, early procurement of specialized door systems, design and integration of SCADA upgrades, mitigation and management of potential HAZMAT, and vigilant safety planning for the utilization of confined working areas located adjacent to tunnel traffic. Mission Critical collaborated directly with the geographically dispersed Myers teams on a daily basis through conference technology to develop solutions to these constructability issues as well as project-specific narrative responses to demonstrate the team's capacity not only as constructors, but as partners.
In working through the detailed approach during conferences and focus groups, Mission Critical identified the need to add an Access Control Point (ACP) specialist as subcontractor to the team. With this addition, Myers & Sons was better suited to prepare for and mitigate the inherent risks of the project and protect the ultimate schedule and cost. Mission Critical successfully sourced and integrated this supporting role into both the proposal preparation and interview cycles to present a unified and knowledgeable approach to the selection committee.
The response package was fully developed by Mission Critical's design team and page layout specialists. We utilized our in-house skillsets to create technical graphics and illustrations that clearly and concisely communicated the team's construction approach.
Additionally, our team worked directly with the key project staff for interview preparation. The Mission Critical interview coaching included vocal and timing delivery, preparation materials, presentation materials, mock interview practices and intensive Q&A preparation. We ensured that the Myers & Sons team had a well-structured, smoothly delivered, thorough interview presentation and the clear answers to the possible interview questions. With this collaborative effort between our teams, Myers & Sons was awarded the project contract.
